The issue is never "if" it's a foul, it's a "when" issue. The play is a foul. However, are you calling this throughout the game? If so, then it's in standing that the player and coaches are aware that the play needs to be better. If they don't then call it. If it's not been called at all during the game and it's the first instance, then it's a bit dicey. Plus, if they had let the play go all day and then call that, it's even worse.
At the end of the day, it's still a foul and the refs have all the right to blow the whistle.
