I get that the total hasn't moved despite 90% of bets for the Total being on the Over, but it sounds like the actual amounts of money on both sides of the total are still about even at the book you're getting your info from. That's a better explanation for why the total hasn't moved than the one you seem to be running with, which is that that book is welcoming exposure on that particular total because they know most bettors are on the wrong side of it.
If I'm reading the info on the Game Center correctly, then sportsbook.com has taken in a about $7.7k on this game, and almost all of that money is coming in on a side. The Ticket% for that particular game didn't even show a percentage for Totals tickets until about five minutes ago, which means that no money had been wagered on the total until then. Judging by the info on Pregame's Game Center and the general lack of movement for that total at all of the books, it seems like only a handful of bettors are even interested in the total for that game. And that handful is going HAM on the Over.
I love your overall strategy of fading the public/tailing sharps, but I think you got them mixed up in this case. Hard to imagine that anyone besides a more-than-casual bettor would be looking for action on an early-season game like Minn./S. Clara, especially the Total in said game.
