Paulie, there are numerous factors that have contributed to the crime/violence statistics in Chicago. The slope of the chart has been consistently up and to the right since Ferguson. You'll remember that is when the nObama administration and the Holder led DOJ initiated their anti-law enforcement rhetoric. Accordingly, and since the "Ferguson Effect," policing writ large, at least in the urban areas/big cities, has been on the decline, and crime and violence on the incline.
Some of the factors (not necessarily in a particular hierarchy) contributing to the increased and systemic violence in Chicago are;
1) de-policing (as mentioned above and as it relates to the preservation of an officers physical/mental health, physical/financial freedom)
2) filing frivolous complaints against police officers
3) filing lawsuits against City of Chicago and police officers, oftentimes without merit
4) lack of adequate manpower (CPD has been purged at least 30% of peak levels since 2008)
5) undercharging or not charging defendants by the Cook County State's Attorney (not enforcing existing laws on the books)
6) eliminating no bond status pending trial for violent and gun crimes (hold defendant in custody until trial)
7) allowing low bond or Recognizance I-Bonds to violent offenders (gun crimes, sex offenses)
8) emptying of the Illinois Department of Corrections and placing inmates on parole (for monetary purposes)
9) allowing convicted criminals to serve 1/3 of their sentence ( e.g. 10 year sentence equates to an automatic half time off the top to reduce the sentence to 5 years, then allowing a "day for a day" of good time served to be deducted from the remaining 5 years, netting a total of 2 and 1/2 years being served on a 10 year bit).
10) then Illinois Attorney General (Lisa Madigan) conspiring with then Mayor Rahm Emmanuel to enforce the nObama/Holder authored DOJ Consent Decree of the CPD after the Trump/Session DOJ withdrew it. (Currently in litigation and may be a United States Supreme Court case next year).
Much of the problem lies in the theory of Restorative Justice and it's adherents. As prosecutions and sentencing according to statue continue to decline, criminal activity and violence will continue to rise.
