I was in banking for over a decade and it depends on the details. "Writing a bad check" could mean a lot of things ranging from grabbing the wrong checkbook (a simple mistake payable by an OD fee) or writing a check from an account with insufficient funds to another one of your accounts in order to give yourself a short-term loan (i.e. kiting).
Out here in California overdrawing a bank account happens all the time at all major banks. You only pay fees (if you repay immediately). Often times you can talk it over with the branch manager/officer to avoid account restrictions and/or closure. However, the devil is in the details. If its Kiting, or cashing stolen/counterfeit checks or other types of bank fraud, then its a major crime.
