Most places it is not illegal to place a bet, only take one. Can't recall one instance that I know where a player went down for placing a wager.

I have to jump through hoops to place what is basically and illegal bet with a firm in another country where my money is more at risk of being seized or never paid out than it is of me losing the bets that I make.
Good point. Some guy named "tony" who has no last name. Offshore is a joke. If you can play the ponies (twinspire, youbet, etc., etc...) in the states; there should be some comp. to sportsbetting.; why not let the vegas brick and mortar eligible. License, govern; just as they do now. I think if you open the spigot too much; it would have a negative effect.
To address the "cover alert" directly, I mean really; which Einstein came up with this one; smooth move, exlax. Listen, Jimmy the Greek was doing numbers on air back in the 70's, and probably goes back further. Radio shows are dedicated to such topics, cable tv programming addressing all the time, the network in question (espn) has countless shows that make mention, but yet people still think this is being swept under the rug? True, you won't find literature in the church program, or sunday school; but just about everywhere else. Even my local news discusses the spread when talking hogs & wolves. If you watch sports programming, it is in your face constantly; but there is no need to wave in constantly. OK, we get it; there is a spread on the game, those that care to know - know; those that care not to know - don't know.
It really is quite that simple.
I mean really, does this "tony" guy have a last name? but yet people load up thousands to an unknown location. This sh!t cracks me up; if it weren't true it wouldn't be near as funny!
