Paulie - what do you mean that Justice Clarence Thomas presides over the 11th Circuit Court of Appeals? Justice Thomas is a United States Supreme Court Justice and does not sit on or participate in the 11th Circuit Court of Appeals. Ultimately, any appeal of a decision from the 11th Circuit Court of Appeals would then go to the United States Supreme Court (where Thomas presides along with 8 other Justices in making a decision).

Justice Thomas recently questioned the legality of the position of special counsel in a concurring opinion that he wrote in an entirely different Trump immunity case at the United States Supreme Court level, which may be what you are referring to, but this concurring opinion is not binding precedent for any court (but obviously the concurring opinion gives you insight as to how he would rule if this issue was heard by the United States Supreme Court).  I am not trying to make this political and just wanted to clarify how this works so there is no confusion.  You can read his concurring opinion here: https://www.supremecourt.gov/opinions/23pdf/23-939_e2pg.pdf.

The President of the United States has both the constitutional (and statutory) power to declassify anything he wants.

If President Trump left the White House with classified records, they are declassified by his actions.
The constitution gives him broad discretion on the declassification.

There is no officially prescribed method for declassifying. The president has the power to declassify anything by simply doing it, by providing the information to someone without a security clearance. By giving them to himself he had declassified them.
