Most people know the main difference between FBS and FCS football are the number of scholarships allowed. FBS gets 85 and they must be full scholarships. FCS gets 63. Those 63 can be divided up among no more than 85 players. That is the way most FCS schools do it.
Now lets take N. Dakota St. Year in and year out the top team in the FCS. Say they take their top 63 players and give them full scholarships. That would leave them 22 short of what a FBS team receives. To make it even they get to pick ANY other 22 players in the FCS to round out their team.
How would that team do playing a full year in the FBS? Could they compete? Could they win a FBS conference? Could they compete in a power 5 conference? Would they be top 20, top 10?
