After the announcement that the Ravens were not going to play Lamar Jackson it was obvious that this number was too high. They also have stated that they are gong to rest other starters and work on the running game. The Titans are expected to do the same and with both team's solid defenses this play is a no brainer. We did have significant number moves across the books after release but if you can get 31.5 or better here you can play for 3* with 31 being a key number.
