I'm not a Pinnacle insider or anything. Just my take... There is 0 relationship between accepting American players and the ability to be the market leader. Because Pinnacle did use to accept Americans.
From as far as I can remember 12-13 years I've bet offshore, Pinnacle has always been the market leader.

Around 7-8 years ago, there was some dumb **** that wanted some political position to get the religious, conservative vote. He got a bill passed which on its own merit would have no way of passing, but got it passed through a port authority bill which was going to pass no matter what. He snuck this in the holiday season when noone was going to be there and object.
This changed the fate of online poker, sports, the economies of several countries, etc.
My belief is the offshores that left the US market is because management has business ties to the US, so rather than face prosecution. They left.

You are referencing the 2006 UIGEA which was the brainchild of Bill Frist and Jon Kyle. You're correct that is was tacked on as a rider to the Safe Port act because they knew that bill would pass easily.
Pinny left the US post up market after it was signed into law. They continued to take US action via agents until arrests in 2012 linking Cantor to Pinny and bringing mainstream media coverage of how many Americans still played there. After that, they blocked all US IP addresses from being able to log in.
Immediately after that happened, CBB and CFB limits were cut significantly. The obvious connection is these are two sports heavily dominated by the American market, with very little interest from other countries. NBA, NFL, MLB limits all remained high.
I don't know know what their current college limits are, but it's now easier to play at Pinny than it has been in years
