I am not a big Basketball fan. The main reason is all the disruptions in action due to to many timeouts, and way too many fouls. I believe one logical rules change would fix the foul problem.
Change the rules and have ANY non offensive foul result in a free throw and the ball. This one rule would make the game flow so much better, as teams would have to foul less. You would no longer see big men getting hacked every time they got the ball under the basket in good position, and you would not see point guards on favorable breaks getting run into to just give up a foul instead of a basket.
Further, just in general, players would be instructed to take less chances, and not be reaching in and being as physical. It would open up the game more and make it much more free flowing.
In the final minute of the 4th quarter, we would make the 2 FT rule kick in, so teams could foul to try to come back, but only in the final minute.
The NIT has done a great job pioneering rules changes, and I would love to see them implement these changes as a pilot. I am convinced if they did this, the reviews would be strong, and this IS a rules change we would eventually see in ALL games.
